Bordine Manager, Licensing ADMINISTRATIVE CONTROLS TECHNICAL SPECIFICATIONS CHANGE REQUEST ADDITIONAL PAGES Consumers Power Company (CPCo) currently has a Technical Specifications Change Request (TSCR) under NRC review which revises the Administrative Controls section of the Palisades Technical Specifications (TS). The NRR Palisades Project Manager (PM) informed CPCo that review of Change 21, relocation of TS Procedure Control Sections 6.8.2 and 6.8.3 to the Quality Plan, and Change 24, relocation of TS Review and Audit Section 6.5 to the Quality Plan, proposed in the December* 11, 1995 Administrative Controls TSCR had not yet been completed.

The PM requested that we supply interim proposed Technical Specification pages which retain the subject requirements, but implement the rest of the proposed changes.

Those proposed pages are included in Attachment 1 to this letter. The following editorial changes have been made to allow insertion of the subject existing requirements into the proposed pages:

a)

The first paragraph of proposed Section 6.4, on page 6-4, has been numbered 6.4.1, and existing items 6.8.1 d, Site Security plan implementation procedures, and 6.8.1 e, Site Emergency Plan implementing procedures, have been added to proposed TS 6.4.1 as items f and g.

TS Sections 6.8.2 and 6.8.3 have been added to proposed page 6-4 and renumbered as 6.4.2 and 6.4.3.

c)

The references to 6.5.1.6 and 6.5.3, in TS 6.8.2 (renumbered as 6.4.2), have been changed to refer to 6.8.1.6 and 6.8.3, respectively.

The reference to 6.8.1, in TS 6.8.3 (renumbered as 6.4.3), has been changed to refer to 6.4. 1.

e)

TS Section 6.5 and its numbered subsections have been renumbered Section 6.8, and added after the last page of our formerly proposed pages. All references to subsections within TS 6.5 have also been changed to refer to the corresponding Section 6.8 subsections.

f)

The references to Specification 6.8, in TS 6.5.1.6a and 6.5.3.3a (renumbered as 6.8.1.6a and 6.8.3.3), were changed to refer to Specification 6.4.

g)

The reference to TS Section 6.9.2 (which is to be deleted), in TS 6.5.1.6f (renumbered as 6.8.1.6f) has been changed to refer to 10 CFR 50. 73. TS 6.9.2 only requires notification of the Commission in accordance with 10 CFR 50. 73.

In addition, pages 4-23 and 4-23a are attached. These pages contain bases for the containment surveillance requirements of TS Section 4.5.

The use of these proposed pages does not alter the changes proposed by the Administrative Controls TSCR, because the requested relocation of the subject TS Sections is still under review.

SUMMARY

OF COMMITMENTS This letter contains no new commitments and no revisions to existing commitments.
