This letter provides information, requested by the NRR Project Manager for the Palisades Plant (PM),

necessary for the completion of the review and approval process.

The PM asked that a written commitment be made that a description of the Palisades Operating Requirements Manual will be added to the FSAR. Three of the change requests currently under review (the December 6, 1995 Crane Operation and Movement of Heavy Loads TSCR, the December 11, 1995 Administrative Controls TSCR, and the December 27, 1995 Electrical Power Systems TSCR) propose relocating certain requirements from the Technical Specifications to the Operating Requirements Manual (ORM). The ORM contains equipment operating requirements, operational limits, and testing requirements which are in addition to those in the Technical Specifications.

Changes to the ORM will be documented and records of reviews performed will be retained. This documentation will contain sufficient information to support the change together with the appropriate safety evaluation justifying the changes. A description of the ORM and of the documentation of changes to the ORM will be added to the Palisades Final Safety Analysis Report.

The PM asked that we clarify the intended location of the requirements of current TS 3.21, which the December 6, 1995 Crane Operation and Movement of Heavy Loads TSCR proposed relocating to "to the FSAR, to 2

the Operating Requirements Manual, or to other documents controlled under 10 CFR 50.59." The requirements of current Specification 3.21, "Crane Operation and Movement of Heavy Loads" have been added to the Operating Requirements Manual.

The PM informed us that review of: a) one portion of Change 7, b) Change 9 and c) Change 25 proposed in the December 11, 1995 Administrative Controls TSCR had not yet been completed. Those items are:

a)

Deletion of Surveillance Requirement 4.3.f, a five-year inspection of the Regenerative Heat Exchanger, in recognition of the 10-year inspection required by the ASME Boiler and Pressure Vessel Code, and b)

Relocation of Surveillance Requirements 4.5.4, Containment Prestressing System; 4.5.5 Containment End Anchorage Concrete; and 4.5.8, Containment Dome De.lamination; to the Containment Structural Integrity Program.

c)

Revision of the existing TS 6.8.4a, the Radioactive Effluent Controls Program, to reflect the recent changes to 10 CFR 20.

The PM requested that we supply interim proposed Technical Specification pages which retain the subject inspection requirements, but implement the rest of the proposed changes. Those proposed pages are included in to this letter. The following editorial changes have been made to allow insertion of the subject existing requirements into the proposed pages:

a)

Since the Administrative Controls TSCR proposed deleting Table 4.3.2 in its entirety, the revised page 4-16 contains Surveillance Requirement 4.3.f reworded to include the inspection requirements which are currently listed in Table 4.3.2 item number 1.

b)

Since proposed Change 34 deleted TS 6.9.2, which simply refers to 10 CFR 50. 73, the reference to TS 6.9.2 in TS 4.5.4f has been changed to refer to 50. 73. Since the Administrative Controls TSCR renumbered some of the existing requirements in section 4.5, TS 4.5.8 has been renumbered 4.5.6.

Since it is proposed that the Administrative Controls section of TS be renumbered to emulate the Standard Technical Specifications, TS 6.8.4a has been renumbered 6.5.4.

The use of these proposed pages does not alter the changes proposed by the Administrative Controls TSCR, because the requested deletion of the Regenerative Heat Exchanger surveillance requirement, the relocation of the subject Containment Surveillance Requirements, and the revision to the Radioactive Effluents Controls Program are still under review.

Both the December 11, 1995 Administrative Controls TSCR and the August 14, 1996 Primary Coolant Pump Flywheel Testing TSCR propose changes to Surveillance.Requirement 4.3.. f, the refueling interval inspection of the Primary Coolant Pump flywheels. The PM requested that we supply a new proposed page for the Flywheel Inspection TSCR which would reflect prior approval of the* changes proposed.by the December 11, 19.95 Administrative Controls TSCR. That proposed page is also included in Attachment 1 to this letter.

The requirements on this proposed page do not alter the changes proposed in either of the associated TSCRs, but simply combine those proposed changes onto a single page.

SUMMARY

OF COMMITMENTS This letter contains one new commitment and no revisions to existing commitments:

A description of the ORM and of the documentation of changes to the ORM will be added to the Palisades Final Safety Analysis Report.
