Bordlne Manager, Licensing 30-DAY RESPONSE-GL 96-06, "ASSURANCE OF EQUIPMENT OPERABILITY.AND CONTAINMENT INTEGRITY DURING DESIGN-BASIS ACCIDENT CONDITIONS" Generic letter 96-06, "Assurance of Equipment Operability and Containment Integrity During Design-basis Accident Conditions", dated September 30, 1996, requires a written response within 30 days of the date of the generic letter. This letter provides that response.
The Palisades Plant will determine if:

Containment air cooler cooling water systems are susceptible to either waterhammer or two-phase flow conditions during postulated accident conditions, and If piping systems that penetrate the -cohtairiment are susceptible to thermal expansion of fluid so that overpressurization of piping occur.
If any system is found to be susceptible to the conditions discussed as a result of the above determination, the operability of the affected system will be assessed and appropriate corrective action will be taken.

2 The generic letter requests that a summary report be submitted within 120 days of the date of the generic letter. This report will contain the conclusions that were reached, the basis for continued operability, and corrective actions that were implemented or are planned to be implemented. The Palisades Plant will submit this report as requested by January 28, 1997.
SUMMARY
OF COMMITMENTS This letter contains one new commitment and no revisions to existing commitments.

A written summary report will be submitted within 120 days of the date of Generic Letter 96-06 which provides the following requested information:
- 1.
The actions taken in response to the requested determinations,
- 2.
The conclusions reached relative to the susceptibility for waterhammer and two-phase flow in the containment air cooler cooling water system,
- 3.
The conclusions reached relative to the susceptibility for overpressurization of piping the penetrates containment,
- 4.
The basis for continued operability of affected systems and
- components *. as applicable,
- 5.
The corrective actions that were implemented or are planned to be implemented, and
- 6.
The systems found to be susceptible to the above conditions will be identified and the specific circumstances involved will be described.
