PALISADES PLANT - EVALUATION OF RELIEF REQUESTS FOR THE THIRD 120-MONTH INTERVAL INSERVICE TESTING PROGRAM (TAC NO. M94952}
Dear Mr. Bordine:
By letter dated March 5, 1996, Consumers Power Company submitted its third 120-month interval inservice testing (IST} program for the Palisades Plant.
The interval began August 21, 1995, following the completion of the Cycle 11 refueling outage.
The previous intervals were extended beyond 120 months under the provisions of IWA-2400(c} of the American Society of Mechanical Engineers (ASME} Boiler and Pressure Vessel Code (the Code}.
The enclosed safety evaluation (SE} provides the results of our review of the new or revised relief requests as applicable to the provisions of the 1989 Edition of the ASME Code.
One relief request has been denied, three requests have b~en approved for an interim period, and the remaining requests have been approved.
Where the request has been d~nied (Section 3.8 of the enclosed SE}, you should meet the requirements of the Code at the first test of the applicable components performed more than 30 days from the date of this.letter. Where interim approvals have been granted (Sections 3.10, 3.11, and 4.3 of the enclosed SE},
you should determine long-term resolutions prior to expiration of the interim periods authorized.
The staff has identified several action items for you to address in the enclosed SE.
You should respond to the NRC within 1 year from the date of this letter describing the actions taken to address these items.
