NRC INTEGRATED INSPECTION REPORT 50-255/96005{DRP)

Dear Mr. Palmisano:

On June 14, 1996, the NRC completed an inspection at your Palisades Nuclear

Generating Plant.

The enclosed report presents the results of that

inspection.

Operation of the facility during the 7-week inspection period was generally

viewed as safety conscious.

However, the inspectors expressed concern with an

issue relating to safety related system operability. Specifically, during the

evolution of sampling safety injection tanks, the tanks are cross connected by

non-safety related nitrogen piping system.

We understand that your staff is

currently evaluating this issue. Weaknesses in your program to review design

basis documents were discussed in Report 50-255/96003. This report indicates

that an incomplete evaluations was performed with regards to testing of a

design basis requirement for the control room environment.

Your continued

attention in this area appears to be warranted.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of

this letter, and the enclosed inspection report will be placed in the NRC

Public Document Room {PDR).
