NRC INSPECTION REPORT NO~ 50-255/96006(DRS)
Dear Mr. Palmisano:
This refers to the Enforcement Conference conducted by Mr. A. Bill Beach,
Deputy Regional Administrator, and other members of the Region III staff on
June 21, 1996.
The subject of this conference was the apparent violations at
Palisades Nuclear Generating Plant involving the failure to provide an
operable alternative or.dedicated shutdown capability where systems required
for hot shutdown were not protected and the failure to promptly identify and
take effective corrective actions for several significant fire protection
conditions adverse to quality.
We have enclosed a report summarizing the
discussion.
You will be notified by separate correspondence of our decision regarding the
Enforcement Action based on the information presented and discussed at the
Enforcement Conference.
No response is required until you are notified of any
proposed Enforcement Action.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed enforcement conference report will be placed in
the NRC Public Document Room.*
We will gladly discuss any questions you have concerning this Enforcement
Conference.
