POWE RI Nii MICHlliAN"S PROliRESS Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 April 29, 1996 U S Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT WITHDRAWL OF REQUEST TO CHANGE THE REACTOR VESSEL SURVEILLANCE COUPON REMOVAL SCHEDULE DATED JANUARY 10, 1996 Consumers Power Company (CPCo) letter dated January 10, 1996, requested a change to the 1 OCFR50 Appendix H, reactor vessel surveillance coupon removal schedule to permit early withdrawal of coupons to gather irradiation data to support the annealing of the reactor vessel. Subsequent to that submittal, an evaluation of the reactor fluence has been completed and submitted to the NRC staff in CPCo letter dated April 4, 1996. Based on the new fluence values, the removal of capsule W-100 during the next refueling outage is no longer appropriate. Previously removed surveillance capsules W-290 and W-110 are now projected to be more representative of the reactor vessel properties expected at the time of the anneal.
CPCo, therefore, withdraws the submittal "Request for Approval of Change in Reactor Vessel Surveillance Coupon Removal Schedule," dated January 10, 1996.
CPCo plans to remove supplementary surveillance capsule SA-60-1 during the next refueling outage. This capsule, however, is not part of the 1 OCFR50 Appendix H program and NRC approval is not required. CPCo will submit an update to the Thermal Annealing Report, Section 3, !o reflect the above described change to the proposed removal schedule for surveillance capsule W-100.
