REACTOR VESSEL STRUCTURAL INTEGRITY Generic Letter 92-01, Revision 1, Supplement 1 requested additional information concerning weld chemistry and its impact on the structural integrity of the Palisades reactor vessel. This request was divided into four parts. The response to part ( 1) was requested within 90 days and the response to parts (2), (3), and (4) was requested within six months. This letter provides the six-month response to Generic Letter 92-01, Revision 1, Supplement 1 for the Palisades reactor vessel.
Consumers Power Company submitted the available information on the Palisades reactor vessel beltline materials in our response to Generic Letter 92-01, Revision 1 dated July 3, 1992 and in our Pressurized Thermal Shock submittals of December 28, 1994 and January 16, 1995. Our 90-day response to Generic Letter 92-01, Revision 1, Supplement 1 was dated August 17, 1995 and contained our response to part (1 ). The following is the CPCo response to parts (2), (3), and (4).

An assessment o( any change in best-estimate chemistry based on consideration of all relevant data CPCo performed a review of all relevant data and reassessed our best estimate chemistry based on new data available to us. CPCo communicated and shared available data with other utilities that have reactor vessel welds fabricated from the same weld wire heat numbers as the Palisades reactor vessel beltline welds. 2 will continue to assume that all Palisades reactor vessel beltline axial welds are represented by the best estimate values of welds fabricated with weld wire heat number W5214.
- CPCo believes weld wire heat number W5214. provides the most conservative values for RT Nor for welds because the.copper and nickel concentrations are higher than those fabricated with*: weld wire heat 348009.
The information on welds fabricated using weld wire heat number W5214 was shared with the utilities known to have welds fabricated with this weld wire. The only chemistry not included in the Palisades submittal of December 28, 1994. is that obtained from the microprobe measurements performed on the Palisades steam generator welds, which were performed to aid in the selection of material for the supplemental surveillance capsules installed during the 1995 refueling outage.
These copper and nickel measurements and the measurements reported in Table 1 of the NRC April 12, 1995 Safety Evaluation Report' (SER) are detailed in '

Including that additional chemistry data and using the same weighting procedure as used in the SER results in slightly lower copper and nickel concentrations for the Palisades steam generator welds. Attachment 1. shows the effect of this additional information on the best estimate values. for reactor vessel welds fabricated with weld wire heat W5214 detailed in Tables 4 and 5 of the SER..
Information on welds fabricated using weld wire heat n'umber 348009 was shared with the utilities known to have welds fabricated with this weld wire. The only chemistry not included in the Palisades submittal of December 28, 1994 is that obtained from the microprobe measurements on the Palisades steam generator welds, which were performed to aid in the selection of material for the supplemental surveillance capsules installed during the 1995 refueling outage.
These copper and nickel measurements and the measurements supplied in Table 2 of the SER are detailed in Attachment 5. Using the same weighting procedure as used in the SER results in best estimate values for reactor vessel welds fabricated with 348009 shown in Attachment 2.
Information on welds fabricated with weld wire heat 27204 was reviewed to determine if any changes in the best estimate chemistry were warranted.
Additional information was available on the surveillance weld in Capsule Y of the Diablo Canyon 1 surveillance program (WCAP-13570) and on a Fort Calhoun nozzle cutout included in a CEOG weld chemical variability study (CE NPSD-944-P). A~8 has performed a review of the fabrication details of the weld wire heat 27204 welds for CPCo.. U_sing the same weighting process as used in the SER results in copper and nickel concentrations shown in Attachment 3.

A determination of the need for use of the ratio procedure in accordance with the established Position 2. 1 of Regulatory Guide 1. 99, Revision 2, for those licensees that use surveillance data to provide a basis for the RPV integrity evaluation 3
CPCo intends to use the ratio procedure when evaluating the results of the supplemental surveillance capsules installed during the 1995 refueling outage. As described in our October 12, 1995 submittal, "Preliminary Thermal Annealing Report Section 3", weld material was selected that is expected to* exhibit material property test results that after being exposed to operating and annealing conditions will produce physical test results that will bound the predicted physical properties of the weld material in the post-annealed reactor vessel. Test results from these materials will be adjusted in accorda.nce with the established Position 2._ 1 of Regulatory Guide 1.99, Revision 2, to reflect the expected properties of the reactor vessel beltline materials. CPCo currently has no credible surveillance data for its belt line welds and therefore has no need to use the ratio procedure. until the results of the supplemental surveillance capsules are available.

A written report providing newly acquired data as specified above and (1) the results of any necessary revisions *to the evaluation of any RPV integrity in accordance with the requirements of 10 CFR 50. 60, 10 CFR 50. 61, Appendices G and H to 10 CFR Part 50, and any potential impact on the L TOP or P-T limits in the technical specifications or (2) a certification that previously submitted evaluations remain valid. Revised evaluations and certifications should include consideration of Position 2. 1 of Regulatory*
Guide 1. 99, revision 2, as applicable, and any new data.
This letter serves as the written report providing the new chemistry information.
The newly acquired information for weld wire heat numbers W5214 and 348009 is limited to the additional chemistry performed on the_ Palisades steam generator welds and is provided in Attachments 4 and 5. The newly acquired information for
- weld wire heat number 27204 is limited to the results from testing the weld from Capsule Y of the Diablo. Canyon 1 surveillance program, and the results of testing the Fort Calhoun nozzle cutout. This newly acquired chemistry information does not substantially alter the best estimate copper and nickel concentrations previously reported in the SER. Where changes occurred, the previous chemistry values were conservative.
Based on the minor changes in the conservative direction of the best estimate chemistry weight percentages, this letter hereby certifies that the conclusions reached previously in NRG letters dated 6/5/92 and 4/12/95 remain valid. No revisions to any reactor vessel integrity evaluations are planned.
