REVIEW OF REVISIONS TO PORTIONS OF THE PALISADES PLANT'S EMERGENCY PLAN
Dear Mr. Palmisano:
In January 1995, Region III received rev1s1ons to Sections 1 through 8 of the Palisades Plant's emergency plan. Appendices C through E were revised in April 1995. Sections 4 and 5 were again revised in May 1995. A minor revision to Section 9 was received in July 1995.
We have reviewed these revisions and determined that, with the exception of the May 1995 revision to Section 4, these revisions. are acceptable and do not decrease the effectiveness of your emergency planning.
Acceptable changes included the following: clarification that the emergency operations facility would be activated following an Alert or higher emergency declaration; clarifications on the provisions for authorizing emergency worker exposures and issuing potassium iodide; refinements to the emergency response organization; updates on assignments of persons or groups responsible for several aspects of the emergency preparedness program; and deletion of references to the discontinued general office response team.
The May 1995 revision to Section 4 included changes to the plant's emergency classification criteria. As discussed with your staff, additional information is needed before the acceptability of these changes can be determined.
