rj consumers Power POWERING 11/llCHl&AN"S PROGRESS Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 August 30, 1995 U S Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT GENERIC LETTER 89 MOTOR OPERATED VALVE (MOV) DESIGN BASIS CAPABILITY CONFIRMATION NOTIFICATION Generic Letter 89-10, "Safety Related Motor-Operated Valve Testing and Surveillance", requires licensees to submit written confirmation to the NRC when all recommendations detailed in the Generic Letter have been satisfied.
Pursuant to Paragraph "m" of Generic Letter 89-10, this letter provides formal notification that Palisades has completed design basis verification of its safety related MOVs including all engineering and testing required to provide assurance of the capability of the MOVs to perform their safety related functions under worst case design basis conditions.
In addition, with respect to the long term actions required by Generic Letter 89-10, we have formulated our plan for periodic verification of MOV design basis capability, set up a maintenance program for trending of MOV problems, and finalized organizational measures to ensure effective implementation of that program for the life of the plant.
Based on the completion of these activities, all Generic Letter 89-10 required actions are now complete.
On a related matter, on April 24,1995, Palisades committed to perform and evaluate valve testing on the low pressure safety injection valves M0-3008, M0-3010, M0-3012, and M0-3014 in lieu of previously planned valve internal component inspections.
The commitment was a follow-up action from our evaluation of the impact of operator overthrust conditions.
As we stated in that correspondence, the internal component inspections were deemed to be unnecessary subject to confirmation of acceptable valve performance during the 1995 Refueling Outage testing.
NRC letter regarding MOV issues, dated June 12, 1995, requested that we provide this notification of the results of the testing.
Based on the evaluation of the completed static and dynamic tests, the internal inspections to assess the potential degradation to the valve disc and valve stem from the previously incorrect torque switch settings were deemed unnecessary.
