PALISADES PLANT - SAFETY EVALUATION OF THE CRACKING OF INCONEL 600 COMPONENTS (TAC NO. M91739}
Dear Mr. Haas:
The staff has reviewed Consumers Power Company's (CPCo's} February 27, April 24, April 28, June 7 and June 15, 1995, submittals.
In these, CPCo set forth its plan for addressing Alloy 600 issues in the primary coolant system (PCS} and its justification for continued operation of the repaired pressurizer instrument nozzles.
In submitting its plan, CPCo fulfilled its commitment described in our safety.. evaluation dated January 18, 1994, to develop a plan to consider all applications of Inconel 600.
This plan was to include the technical bases for planned inspections, modifications, repairs, and replacements, particularly for the pressurizer power-operated relief valve, surge line, and spray line nozzles.
The staff reviewed the plan and found. it adequate to manage primary water stress-corrosion cracking in Alloy 600 components in the PCS.
However, in view of the greatly reduced scope of the inspections, CPCo should consider for the next riutage a ~ampling plan.of the components missed during the current inspections.
The staff also finds the justification for the continued operation of the repaired instrument nozzles acceptable.
