Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT KurtM. Haas Plant Safety and Licensing Director NOTIFICATION OF CHANGE FOR IMPLEMENTATION OF A COMMITMENT CONCERNING INTRUSION DETECTION EQUIPMENT A security inspection was conducted from May 10 to May IS, 1993.
The results of the inspection were documented in Inspection Report (IR) 93011.
The inspection report contai.ned an Inspector Follow-up Item (93011-02) concerning intrusion detection equipment.
During a subsequent inspection conducted from March I to April 21, 1994 (IR 94005), Consumers Power reported to the security inspector that modificat1ons to address this inspector follow-up item were forecast to be completed in August 1994.
This information was restated in NRC Inspection Report 94005.
Our letter dated August 26, 1994 informed the NRC that, due to the number and scope of ongoing projects which are of a higher priorityr the modifications planned for the intrusion detection equipment were now forecast to be completed by December 31, 1995.
The purpose of this letter is to inform you that we have cancelled plans for the envisioned modifications to the intrusion detection system based upon a significant improvement in reliability of the portion of the system targeted for the modifi.cations. This improvement in reliability is a result of the combined efforts of the Security and Instrument and Control Departments in an ini t.i at i ve undertaken in February of 1995 to improve testing and cal i brat i.on of the system equipment.
System monitoring during March and April indicates consistent, improved reliability in those detection zones targeted. Based on the improvement in system performance, the modifications to the intrusion detection system are no longer necessary.

As noted above, this issue has been tracked as an Inspector Follow-up Item (93011-02) and mentioned in section 2.c of Inspection Report 50-255/94005.
2 NRC Inspection Report 50-255/95004 was issued on May 19, 1995 and officially closed the Inspector Follow-up Item 93011-02, with the inspector noting that plant actions had increased inservice time of the equipment and the work had
- also resulted in reduced false alarms.
This letter provides the formal NRC natification*that the modifications previously considered, discussed, and documented as part of NRC inspection reports 93011 and 94005 will not be completed based upon the actions taken to improve the performance and reliability of the system.
