Haas Plant Safety and Licensing Director COMMITMENT TO PERFORM A GENERAL CONTAINMENT INSPECTION DURING THE 1995 REFUELING OUTAGE On March 17, 1995, Palisades submitted an Exemption Request for a one time schedule extension of the Integrated Leak Rate Test (ILRT} from the 1995 Refueling Outage to the 1997 Refueling Outage.
The submittal did not contain a description of our plans to complete a general containment inspection which is required prior to each ILRT per 10 CFR 50 Appendix J, Section V.A~ This letter notifies the NRC of our intent to complete a general containment inspection as described in 10 CFR 50 Appendix J, Section V.A. during the 1995 Refueling Outage regardless of the outcome of the exemption request.
The general containment in~pection pertains to the accessible interior and exterior surfaces of the containment structures and components.
The objective of the inspection is to uncover any evidence of structural deterioration which may affect either the containment structural integrity or containment leak-tightness.
The inspection will be completed in accordance with the existing requirements of Pali~ades Technical Specification Surveillance Te~t Procedure, RT-36, ~containment Integrated L~ak Rate Test."

This letter contains one new commitment to perform a general containment inspection in ac~ordance with 10 CFR 50 Appendix J, Section V.A, during the 1995 Refueling Outage.
