REQUEST FOR ADDITIONAL INFORMATION REGARDING PALISADES PLANT PROPOSED TS CHANGE ON THE MAIN STEAM SAFETY VALVE SETPOINT TOLERANCES The NRC has completed its initial review of your letter dated January 13, 1995, on the proposed TS change for the Palisades main steam safety valve setpoint tolerances, and requests additional information as follows:
- 1.
Your request proposes that the primary and secondary safety valves be returned to within +/-1% of the nominal settings only if the valves are removed from the piping for maintenance or testing. However, the staff position is that the valves should be reset to within +/-1% anytime they are found outside this range in order to preclude setpoint drift which could continµe outside the analyzed +/-3% range.
You are requested to provide justification for not resetting the valves by demonstrating that continued drift beyond the +/-3% range would be acceptable or, alternatively, propose that the valves always be reset to within +/-1%
after any action that reveals they exceed the +/-1% criterion prior to returning the valves to service.

Your request proposes to replace TS 3.l.7a and 3.l.7b with regard to operability of the primary and secondary safety valves. Currently, TS 3.l.7a and 3.l.7b do not contain a specific action statement if either TS cannot be met.
As a result, TS 3.0.3 would be entered which states, in part:
"When a Limiting Condition for Operation and/or associated -action requirements cannot be satisfied because of circumstances in excess of those addressed in the specification, within one hour action shall be initiated to place the unit in a condition in which the Specification does not apply by placing it, as applicable, in:

The time limits of Specification 3.0.3 allow 37 hours4.282407e-4 days <br />0.0103 hours <br />6.117725e-5 weeks <br />1.40785e-5 months <br /> for the plant to be in cold shutdown when a shutdown is required during power operation.
However, your proposed TS 3.1.7 would allow 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for the plant to be in hot shutdown and 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> for the plant to be in cold shutdown.
The time limits of the proposed TS are less conservative than those currently required by TS 3.0.3.
You are requested to provide justification with regard to the reasons for the change in time limits as well as the basis for acceptability.
