PALISADES PLANT - REQUEST FOR INFORMATION REGARDING IMPLEMENTATION OF VARIOUS PLANT-SPECIFIC LICENSING ACTIONS
Dear Mr. Haas:
In a meeting with your staff in November 1994, Marsha Gamberoni and I informed Mr. Robert Vincent of our attempt to identify licensing action and implementation closure dates for various activities associated with the Palisades plant over the past 10 years.* This effort will result in an accurate database that provides a current status of licensing actions and implementation commitments.
I have searched the NRC's records management system to identify and update the status of open licensing actions for the Palisades plant. At this point, the NRC's records do not contain complete information for the subject licensing actions listed in the enclosure.
In**
order to continue with our update, we are requesting additional information as discussed below.
A response is requested.within 90 days of the date of this letter.
For each of the listed topics, information is requested regarding when commitments (technical specification updates, plant modifications, procedure updates, training, etc.} associated with the plant-specific request were completed such that implementation of the subject activity could be considered closed.
For example*, Item 5 on the enclosure is a review of as-built discrepancies and operability criteria for piping and pipe supports. A search of NRC records identified a commitment made by Palisades to implement physical modifications to resolve all piping deficiencies and to achieve Final Safety Analysis Report compliance by the next refueling outage after July 1990.
The licensing action complete date is the date that the NRC issued its safety evaluation and documented the commitment made by you to implement physical modifications.
The licensee implementation date would be the date when the plant modifications were completed.
I have provided the date for which the staff believes the licensing action was completed.
This date usually reflects issuance of an NRC document such as a safety evaluation or technical speci fi cation amendment to the Pa 1 i sades pl ant.
If, in your records search, you find that this date is incorrect, I would appreciate it if you would note that correction in your response.
