PALISADES PLANT - GENERIC LETTER 89-10, SUPPLEMENT 6 -
IMPLEMENTATION SCHEDULE (TAC NO. M89787)
Dear Mr. Haas:
In 1990, Consumers Power Company (CPCo) committed to complete its motor-operated valve (MOV) program at the Palisades nuclear power plant in response to Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance," in accordance with the recommended schedule. in GL 89-10.
For the Palisades plant, the GL 89-10 schedµle established a completion date of June 28, 1994.
On April 28, 1994, in response to Supplement 6 to GL 89-10, CPCo submitted its proposed justification for an extension of its GL 89-10 schedule to 6 months following startup from the spring 1995 refueling outage.
Although CPCo's submittal was insufficient to justify an extension until 1995, the NRR and Region III st~ff agreed that CPCo had sufficiently justified an interim extension until the staff could evaluate CPCo's GL 89-10 program during a fall 1994 inspection.
During September 12-16 and 26-3Q, 1994, Region Ill, with the assistance of EMEB/NRR and an NRR contractor, conducted an inspection of the GL 89-10 program at Palisades.
As documented in NRC Inspection Report 50-255/94015 dated November 4, 1994, the inspection results indicated that the Palisades management provided ineffective direction and oversight of the GL 89-10 program.
In light of the inspection findings, the staff will evaluate the acceptability.
