Dear Mr. Palmisano:

Thank you for your 10 CFR 50.54(a) submittal dated June 22, 1994, which incorporates changes in your Quality Assurance Program Description Topical Report.

We have reviewed the changes associated with this submittal.

Questions concerning your submittal were discussed by Ms. V. P. Lougheed of this office with Mr. R. Swanson and Mr. K. Marbaugh on November 21, 1994.

As a result, we understand that our previous comment regarding the wording in Section 10.2.3, as provided to Consumers Po.wer in our November 15, 1993, letter, was mistakenly omitted from this revision, but will be incorporated in your next revision. Specifically, you have agreed to revise Section 10.2.3 to read "Training and qualification program for personnel who perform inspections, including non-destructive examination, are established, implemented and documented in accordance with Section 2.0 QUALITY PROGRAMS and plant or offsite procedures." Additionally, we understand that the conclusions and recommendations of management assessment teams, as specified in Section 2.2.10.b, are reported to an appropriate level of management, although the position currently listed in Section 2.2.10.b has been eliminated.

Based on the above, we conclude that th.ese revisions continue to m~et the requirements of 10 CFR Part 50, Appendix B, and are acceptable.

If there are changes to QA commitments existing in docketed correspondence outsid~ of the Quality Assurance Program Description Topical Report, you are obligated to notify this office.
