MICHl&AN'S PIUl&RE55 Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 October 31, 1994 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REQUEST FOR AN ADMINISTRATIVE CORRECTION TO THE TECHNICAL SPECIFICATIONS A recent page check of the Palisades Technical Specifications noted that Amendment 137, issued on February 20, 1991, inadvertently restored a requirement (3.1.le on pages 3-lb and 3-lc) and an associated basis paragraph (on page 3-2) which had been deleted by Amendment 134 on January 25, 1991.
The Technical Specification change request (TSCR) resulting in Amendment 137 was submitted on September 19, 1990, prior to the issuance of Amendment 134. The proposed pages contained in that TSCR were based on the Technical Specifications existing at that time, and included item 3.1.le. Consumers Power Company did not submit a revision to the September 19, 1990 TSCR when Amendment 134 was issued and, apparently, the NRG did not notice that Amendment 137 contained a change (re-issuing item 3.1.le) which was not requested, discussed, or justified in the September 19, 1990 TSCR.
As discussed in the August 21, 1990 TSCR which initiated Amendment 134, item 3.1.le is no longer necessary since it is redundant to the requirements of Specification 4.0.5 (added by Amendment 130).
We request that pages 3-lb, 3-lc, and 3-2 be reissued with item 3.1.le and its basis deleted. Attachment 1 contains what we believe to be the correct form of these pages.
