STATUS OF RECOMMENDATIONS: AUDIT OF DNFSBS RESIDENT INSPECTOR PROGRAM (DNFSB-17-A-05)

REFERENCE:

GENERAL MANAGER, DEFENSE NUCLEAR FACILITIES SAFETY BOARD, CORRESPONDENCE DATED FEBRUARY 23, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in DNFSBs response dated February 23, 2018. Based on this response, recommendation 1 is closed, and recommendation 2 remains in resolved status.

Please provide an updated status of the resolved recommendation by October 30, 2018.

Audit Report AUDIT OF DNFSBS RESIDENT INSPECTOR PROGRAM DNFSB-17-A-05 Status of Recommendations Recommendation 1: Design and implement a formalized, systematic process to develop and prepare candidates for the resident inspector position.

Agency Response Dated February 23, 2018: Technical staff management has approved and implemented Instruction I-570.1, Technical Staff Training (issued on 10/12/17), which defines the Technical Staff Training Program, including a formalized, systematic process to develop and prepare candidates for the Resident Inspector position. Training for the technical staff on the Instruction was provided on 9/15/2017.

OIG Analysis: OIG reviewed Instruction I-570.1, Technical Staff Training and the training slides and determined that DNFSB has designed and implemented a formalized, systematic process to develop and prepare candidates for the resident inspector position. This recommendation is therefore considered closed.

Status: Closed.

Audit Report AUDIT OF DNFSBS RESIDENT INSPECTOR PROGRAM DNFSB-17-A-05 Status of Recommendations Recommendation 2: Develop and implement a formal, transparent process for annually determining which defense nuclear sites will have resident inspectors, along with the staffing of those sites.

Agency Response Dated February 23, 2018: The technical staff has input an item in the 2018 Work Plan entitled Develop Resident Inspector Staffing Analysis/Plan that will include designing the formal, transparent process for annually assessing which defense nuclear sites should have resident inspectors, and the desired level of staffing for each site. This Work Plan item is scheduled to begin in mid-April 2018 and continue through the end of July 2018. The team for this effort includes current and former Resident Inspectors to ensure that the staffing analysis is accurate and complete.

The technical staff plans to implement this recommendation prior to the end of FY2018.

OIG Analysis: The proposed action meets the intent of the recommendation.

The recommendation will be closed when OIG verifies that DNFSB has implemented a formal, transparent process for annually determining which defense nuclear sites should have resident inspectors, and the desired level of staffing for each site.

Status: Resolved.
