Docket Number 070-03098 CB&I AREY A MOX Services Mixed Oxide Fuel Fabrication Facility DCS-NRC-0004 79 28 February 2018 Submittal of February 2018 Revision of Classified Matter Protection Plan CB&I AREVA MOX Services, LLC (MOX Services) hereby submits to the U.S. Nuclear Regulatory Commission (NRC) the February 2018 revision to the Classified Matter Protection Plan (CMPP). As discussed in 1 0CFR95.19(b ), MOX Services has determined that the changes in the CMPP are minor non-substantive changes (Enclosure 3).
Enclosure (1) provides a description of changes to the Classified Matter Protection Plan.
Enclosure (2) contains the revised Classified Matter Protection Plan.* The CMPP contains Sensitive Un classified Non -Safeguards Information and should be withheld from public disclosure in accordance with 10 CFR 2.390.

CMPP February 2018 Revision - Description of Changes Change Reason
- 1. General throughout document Updated/corrected acronyms in list and first usage in document.
- 2. General throughout document Corrected grammar, punctuation, sentence structure, spelling and spacing throughout plan.
- 3. Updated Figure 4 -Organization Chart Updated Organization Chart to reflect current roles and identities for accuracy to date.
- 4. Section 6.6 - Identified DOE Form MOX Services currently uses the DOE Form. They are equivalent. This clarifies that MOX would use either the NRC Form or the DOE Form (rather than a previously unidentified equivalent).
- 5. Section 2.0 - Removed reference to discontinued project procedure (PP13-9)
Procedure has been canceled. OPSEC is governed by an approved OPSEC Program Plan (per DOE Order). Same Guidance, different reference.

Non-Substantive Change Evaluation
Non-Substantive Change Evaluation The changes in the February 2018 revision of the CMPP are minor non-substantive changes.
Many of the changes are administrative (e.g., updating acronyms, correcting grammar, spelling, formatting) and do not affect the technical content of the document. The organization chart has been updated; however, there has not been any changes to roles and responsibilities to support implementation of the CMPP. A NRC equivalent DOE form for Security Acknowledgement was added; however, the additional form does not represent a new methodology of compliance with NRC requirements. A reference to a discontinued project procedure was eliminated; however, the referenced procedure is not necessary to support CMPP compliance with NRC regulations associated with protection of classified matter. Based on the aforementioned discussion, MOX Services has concluded that these changes are minor non-substantive changes and do not affect facility security.
