SUMMARY

OF MEETING HELD ON MAY 23, 1994, WITH CONSUMERS POWER COMPANY ON PALISADES DRY SPENT FUEL CASK STORAGE FACILITY A public meeting was held with Consumers Power Company on May 23, 1994, from 7:00 to 10:00 p.m. in Benton Harbor, Michigan, to discuss the licensee's recent examination of the Palisades' dry cask storage pad and NRC's independent assessment of the same subject.

This meeting was initiated by the NRC to provide a forum for the licensee and the NRC to discuss the respective independent studies and for the public to raise comments and questions regarding the Palisades dry storage cask foundation.

This meeting was transcribed.

The respective studies of the licensee and NRC resulted directly from recent concerns about the Palisades storage pad raised by a member of the public (Dr.

Mary Sinclair) and a Region III staff member (Dr. Ross Landsman).

The concerns included the potential for liquefaction in the sands surrounding and underneath the storage pad, sand dunes slope stability, effects of erosion and lake water waves on the sand and storage pad, and other related matters.

These concerns were addressed in the Draft Safety Assessment issued by the staff on May 18, 1994, which concluded that the storage pad location for Palisades dry casks is acceptable for cask support against the effects of the natural hazards identified in the concerns; ther~fore, the pad location will not adversely affect the ability of the cask system to perform its safety function against these postulated natural hazards.

The licensee's study reached conclusions comparable to those reached in the NRC's draft independent assessment.

The licensee's and NRC staff's presentations lasted approximately 90 minutes, followed by a statement read by Dr. Mary Sinclair.

The remaining 90 minutes were for public comments and questions.

The meeting was attended by approximately 85 individuals.

Several TV and newspaper reporters were present

  • for portions of the meeting.

The issues raised by the public comments and.

questions are reflected in the enclosed copy of the meeting transcript; some of the comments were:

1. There is a need for a public hearing on this issue.

NRC is now performing a site-specific review that should have been* done before the casks were approved.

2. The "interim" storage is really for long-term use.
3. The cask storage is susceptible to sabotage.

4. The heat removal capability of the casks was in question, particularly in the summer.
5. There is significant erosion along Lake Mi~higan that will impact the storage pad.

NRC staff members stayed after the meeting to answer any additional questions and comments.

At that time, Dr. Mary Sinclair asked Mr. John Zwolinski of the NRC staff to relay a message to Chairman Selin requesting that Chairman Selin urge President Clinton to work toward establishing a permanent high level waste repository site.

The NRC.Final Safety Assessment incorporating the staff review of the licensee's report and addressing all the relevant public comments and questions will be issued in about 6 to 8 weeks.
