~ TESTING AND FUEL OIL SUPPLY - SUPPLEMENTARY INFORMATION - REVISION 1 On April 7, 1994, Consumers Power Company (CPC) submitted Licensee Event Report (LER)94-007 which reported the electric diesel generator (EOG) fuel supply system had been determined as not meeting General Design Criterion 2 (GDC-2), Design Basis for Protection Against Natural Phenomenon.

LER 94-007 also included CPC's commitments to perform actions to correct that condition.

Subsequently, on May 23, 1994, we submitted justification for continued operation (JCO) with the electric diesel generator fuel supply system using temporarily installed equipment to meet GDC-2.

As part of the same inve~tigation that uncovered the deficiency noted in the previous paragraph, it was determined that a combination of conditions could adversely affect the ability of the EDGs to start within the time period required by the Palisades Technical Specifications. This condition and the related corrective actions were submitted on May 25, 1994 as LER 94-011.

At the request of the NRC, additional information in regard to those corrective actions was submitted on June 1, 1994.

On June 1, 1994,.by telephone, the NRC staff requested supplementary information regarding both the EOG fuel supply system JCO and the corrective actions we have implemented to correct the EOG starting time.

This letter provides that information.

EOG FUEL SUPPLY SYSTEM The JCO is intended to be effective until modifications are complete which enable the EOG fuel supply system to meet the original Palisades licensing basis by having a permanently installed seven day fuel supply that complies with GDC-2.

The modifications will be completed as soon as possible but no later than the end of the refueling outage following the 1995 refueling outage.

We will complete conceptual engineering for the required modifications before October 31, 1994.

At that time we will inform the NRC when those modifications will be completed.

adequacy as the 1995 The quality of fuel stored in tank T-926 is verified by performing Chemistry Procedure CH-3.33, "Bulk Fuel Oil Sampling;" the quantity of fuel stored in T-926 is verified per System Operating Procedure SOP-22.

Neither fuel transfer pump {P-18A or P-I8B} is classified IE because their control and power circuit separation does not meet IE requirements but they are reliably powered. This is a condition approved by the NRC in the same original Palisades Plant licensing basis that requires a seven day fuel supply. A complete description of the control and power supply for these pumps is included in Attachment I to our May 23, I994 submittal.

We do not intend, at this time, to remove all fuel supply piping from tank T-IO that does not supply the EDGs.

We made this decision in view of known problems at other facilities where such a condition has contributed to fuel deterioration. It will be reevaluated when further modification to tank T-IO is implemented in regard to having a seven day fuel supp.ly.that meets GDC-2.

  • EOG STARTING TIME The EOG starting circuitry will be modified before the end of the 1995 refueling outage.

If the EOG does not start {at all) on the "B" start circuit, the EOG will be declared inoperable. If a "B" start circuit does not start its EOG within the required time, the circ.uit w.ill be repaired with same urgency that would be applied to the repair of an "A" start circuit inadequacy; however, the plant will not enter a LCO which could lead to* a plant shutdown since this may unnecessarily adversely affect safety.
