OF MEETING HELD ON APRIL 21, 1994, WITH CONSUMERS POWER COMPANY ON PALISADES BORAFLEX ISSUE Pn April 21, 1994, members of the NRC st~ff met with rep~esentatives of Consum~rs Power Company (CPCo) to discuss the Palisades planned blackness tests to verify the integrity of the Boraflex in Palisades' spent fuel pool (SFP) and the contingencies in case of unfavorable test results.* Enclosure 1 lists the meeting attendees. is a copy of the handout from. the meeting. The discussions included the following topics:

  • The discovery of the degradation o,f the Palisades Boraflex surveillance
  • coupons.*
  • Westinghouse performed criticality analysis assuming no Boraflex and 0 ppm boron in the SFP.

This result was used in the current SFP Region 2 loading scheme.

  • Loading of the dry casks to provide necessary spaces for blackness tests.
  • Blackness test methodology.
  • Contingency plans to accommodate Cycle 12 full core offload.

Palisades has selected a staggered loading of sections in Region 2 racks.

  • Schedule for dry cask loading and blackness tests. The blackness tests are scheduled to begin in July 1994 after loading four additional casks.
  • Long-term contingency plans.

The licensee is scheduled to begin loading additional dry storage casks in June.1994 to provide necessary spaces in the SFP for the blackness tests. The licensee has the following actions: I.   • Purpose of meeting.

- Provide the NRC staff an update on the Boratlex issue at Palisades. - Discusa mdhodology and schedule for Blackness testing. - Discusa contingency for unfavorable Blackness test results. - lmplications on spent fuel pool management 2 0 Background

  • Boraflex swveillance coupons were tested in August 1993.

- Results showed severe degradation of the Boraflex. A1 this point it is unclear to what extent the degradation observed in the surveillance coupons is representative of the racks. - Report written summarizing LER 93.()07.() 1.

  • The current loading of Region 2 is bounded by a Westinghouse perfonned criticality analysis assuming no Boraflex.
  • Blackness testing of the Westinghouse Boraflex Poisoned racks (Region 2) is scheduled for July 1994.

  • Approx. 20% of available cells will be tested.

  • Neutrons backscatter in direction oftest tool.
  • Absorption occurs in absorber (Botaflex).
  • Gaps in absorber allow neutrons to reach detectors.
