SUBJECT:
EXAMINATION REPORT April 25, 1994 On the week of March 28, 1993, the NRC administered examinations to employees of your organization who had applied for licenses to operate your Palisades Nuclear Generating Plant. At the conclusion of the examination, the examination questions and preliminary findings were discussed with those members of your staff identified in the enclosed report.
One Senior Reactor Operator candidate failed the examination.
All other candidates passed.
There was an abnormally high number of simulator modeling deficiencies identified by the NRC during examination development and administration.
These deficiencies were discussed with the training staff and are identified in Enclosure 2~. The simulator instructors had to work around the deficiencies to simulate requested malfunctions and events for the examinations.
Additionally, a reactor startup scenario was developed and validated for the reactor to reach ~riticality. However, when that exact scenario was*
administered for the examination reactor criticality could not be achieved for unknown reasons.
These deficiencies contributed to unnecessarily long hours d~ring examination development and validation.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will be placed in the NRC Public Qocument Room.
