27780 Blue Star Memorial Highway, Covert, Ml 49043 March 11, 1994 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REQUEST FOR EXEMPTION FROM THE REQUIREMENT TO CONDUCT AN "OFF-HOURS" EMERGENCY EXERCISE IN 1994 The purpose of this letter is to request an exemption from the requirement in the NRC approved Palisades Site Emergency Plan to conduct an "off-hours" emergency exercise every six years.
The last "off-hours" emergency exercise conducted at Palisades was in 1988, therefore, the next "off-hours emergency exercise should be conducted in 1994.
Consumers Power Company seeks NRC approval to defer the "off-hours" exercise to 1995.
The Palisades Site Emergency Plan, Section 8.1.2.5 states, "... Provisions should be made to start exercises between 6:00 p.m. and 4:00 a.m. once every six years.... " The 1994 Palisades Emergency Exercise is designed to include real-time participation with the State of Michigan agencies.
Recent discussions with CPCo counterparts representing offsite units of government indicate that they are unwilling to begin their participation in the 1994 Palisades Emergency Exercise prior to 8:30 a.m.
Pursuant to a discussion between James E Foster of NRC Region III staff and Anthony P Katarsky of CPCo staff on February 22, 1994, Palisades requests that NRC Region III grant an exemption to the requirement in the Palisades Site Emergency Plan, Section 8.1.2.5, that an emergency exercise be conducted between the hours of 6:00 p.m. and 4:00 a.m. once every six years.
If the exemption is granted, Palisades will conduct an emergency exercise in 1995 between the hours of 6:00 p.m. and 4:00 a.m.
