Dear Mr. Congel:

Enclosed is a. copy of the final exercise report for the September 1, 1992, exercise of the offsite radiological emergency response plans for the State of Michigan and affected local jurisdiction~

site-specific to the Palisades Nuclear Power Plant.

The State of Michigan and Van Buren and Allegan Counties fully participated in the exercise.

Berrien County partially participated in the exercise.

The enclosed report was prepared by the Federal Emergency Management Agency (FEMA) Region V staff and copies will be provided to the State of Michigan.

There were no.* Deficiencies identified during the September 1, 1992, exercise.

There

were, however, seventeen Areas Requiring Corrective Action (ARCA) identified.

The State of.Michigan received. seven ARCAs; Van Buren County received two; Allegan County received five; *and Berrien County received three. Region V staff will work with the State of Michigan to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the September 1, 1992, exercise, - the

  • offsite radiological emergency response plans and preparedness for the State of Michigan and the affected local jurisdictions site-specif ic to the Palisades Nuclear Power Plant can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of ~ radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to Palisades Nuclear Power Plant granted on July 2, 1982, will remain in effect.
