PALISADES PLANT - INSTRUMENTATION TO FOLLOW THE COURSE OF AN ACCIDENT - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 3 (TAC NOS. M84063, M84973)

By letter dated July 19, 1988, the Nuclear Regulatory Commission staff forwarded to you the Supplemental Safety Evaluation (SSE) on the staff's review of Palisades Plant's conformance to Regulatory Guide (R.G.) *1.97, Revision 3.

The staff found the Palisades' design acceptable, except for the instrumentation associated with your safety injection tank (SIT) level and pressure.

The issue involving Palisades' SIT level and pressure instrumentation was resolved by a separate safety evaluation (SE) issued on November 29, 1993, and your December 20, 1993, response to this SE confirming that the existing SIT pressure and level instrumentation meets the requirements of Category 3 of R.G. 1.97 and therefore no material change is necessary.

You also indicated that your final safety analysis report (FSAR) would be changed in the first FSAR Update after December 31, 1993, to reflect the change in category for SIT level and pressure indication instrumentation.

In letters dated April 30, 1992, and September 17, 1993, you docum~nted additional deviations from the guidance in R.G. 1.97 that had not previously been identified. These deviations were for the instrumentation that monitors (1) residual heat removal heat exchanger outlet temperature, (2) plant vent stack flow rate, (3) radiation release from steam generator safety/relief or atmospheric dump valves, and (4) containment isolation valve position. Issues were also identified regarding the subjects of unique identification of R.G. 1.97 instrumentation and isolation of R.G. 1.97 instrumentation.

'I Mr. Gerald January 11, 1994 Enclosed is our second SSE which addresses the deviations identified in your April 30, 1992, and September 17, 1993, letters. The subject of isolation of R.G. 1.97 instrumentation was reviewed under TAC No. M84973 and is not included in this second SSE.

The other deviations identified are acceptable.

This SSE concludes our review and thus closes TAC No. M84063.
