I was not sure who to send this to, but I have received a request for a fee waiver for a reciprocity situation. Looks like we granted a request for them back in 2012 (attached).
Please let me know if you are the right folks to send this to. Ive instructed Region III to tell the licensee to pay for the license since they need it next week and we can refund if the request goes through.

The Illinois Emergency Management Agency request is to support development of region wide radiochemistry laboratory capabilities, initially in FEMA Region V. Michigan and Illinois are in the process of changing software to the same product since the existing software is no longer supported. Some federal support for this request comes through a CRCPD project to help lab develop procedures that would allow interchange of analysis in the event of emergencies and provide some additional analysis support during such emergencies. Michigan is providing the new system and software and Illinois is providing the radioactive material needed for training personnel from both labs.
In reviewing the exemption language stated in 10 CFR 170.11 I believe our request for exemption should be granted. Specifically, the use of licensed materials for educational or noncommercial public displays or scientific collections. The specific use of licensed materials in this request is to reinforce training and collection of data derived from training activities centered on State of Illinois radiochemistry laboratory and State of Michigan radiochemistry laboratory personnel.
