Ml 49043 December 13, 1993 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 GB Slade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT - UPDATE TO THE PROGRAM PLAN FOR THE ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT As a follpw-up to the discovery of a number of deficiencies with the implementation of the Equipment Qualification (EQ) rule (10 CFR 50.49) for the Palisades Plant, a meeting was held at Region III offices on March 11, 1992.
At that meeting Consumers Power representatives discussed each of the deficiencies and their resolution status. At the end of the meeting we outlined a plan to review the entire Palisades EQ program and subsequently submitted the plan to you on April 30, 1992.
Along with the plan the April 30 letter contained a preliminary schedule for implementation of tbe plan actions.
Many of these EQ program plan actions have been completed, and the remainder are ongoing.
Based on our review of these ongoing activities we are informing you of the following schedule changes.
The EQ program review plan stated, in Task 3.2.2, that documentation issues raised by the contractor report on the EQ equipment list would be addressed and EQ documentation would be updated by approximately December 1, 1993.
The reviews of the contractor report have resulted in the generation of numerous Q-list interpretations to correct EQ information on the plant equipment data base.
Q-List interpretations document the quality status of a piece of equipment and the areas for which the quality of the equipment needs to be verified to substantiate its design basis function.
The results of the Q-list interpretations have been reviewed and are being entered into the data base and verified.
No equipment qualification deficiencies have been identified as a result of this effort. The revised estimate to complete the resolution of the documentation issues raised by the contractor's report is December 15, 1993.

Nuclear Regulatory Commission Palisades Plant Update to the EQ Program Plan The EQ program ~eview plan also identified that durfng the EQ program design basis document development, information may be discovered that would lead to revisions to the EQ Master Equipment List. The schedule attached to the April 30, 1992 letter indicated that updating the EQ Master Equipment list
{Task 3.2.3) would be completed by December 1, 1993.
Since then two EQ program design basis documents have been developed; one to address room environments and one to address the equipment list. The former is completed and issued while the latter is issued for review and is scheduled to be completed by April 15, 1994 as originally scheduled.
We have determined that it would be prudent to coordinate the results of the EQ program equipment design basis effort with an additional verification of the plant Q-list. Consequently, the final EQ Master Equipment List update should then wait until the Q-list verification is completed.
The revised estimate for completion of the update to the EQ Master Equipment List is now December 15, 1994.
All of the othet activities listed in the EQ program plan have been completed or are planned for completion in accordance with the dates noted*on the April 30, 1992 preliminary schedule.
Attachment *1 contains a copy of the original and revised schedules.
