Docket No. 50-255 Decarber 1, 1993.*

LICENSEE: Consumers Power Company FACILITY: Palisades Nuclear Generating Plant

SUBJECT:

SUMMARY

. OF MEETING HELD ON NOVEMBER 9, 1993, WITH CONSUMERS.POWER COMPANY ON PALISADES PRESSURIZED THERMAL SHOCK ISSUE On November 9, 1993, member; of the.N~C staff*met with representatives of the Consumers Power Co~pany (CPCo) to discus~ the Palisades activities r~lated to pressurized thermal shock (PTS).

Enclosure I lists the meeting attendees.

-Enclosure 2 is a. copy_ of the material presented ~y the. l ic.ensee.

The meeting focus~d upon the ~hemical c6mpositi6n of the Palisades reactot vessel welds.

The ~eactor fluence calcul~tions were also discussed.. The*.

licensee descri~ed its activities in obtaining_ and analyzing the available weld data as well.as-the planned acti_vities in the surv~illanc~ program and

~essel arinealing considerations.

Tri demohstrate th*t the Palisades reactor vessel will be below the PTS screening ctiteria at the_e~piration of its*.

. license in 2007, the licensee is considering*:. '(I) gathering add.itional weld Chemistry data from its mothballed steam generators, (2) institutfog'*a~

  • surveillance program containing the limiting weld, (3) anneali_ng the reacto~

~vessel, and. (4) *instituting ultra lo.w leakage-fuel* strategy..

I The. licensee -had not provided sufficient techn.ical justificatfon for *.

eliminating certain data points. as proposed in.its June 5, 1992,* ~*na:.

January* 7, i993, submittal s. The staff noted* that alternate metho~s:: of data*

evaluation* suc_h as weighting chemistry values 'based on whether-' they.are

~ssociated with. single or tandem wi~e ~elding* processes-may be ap~ropriate.

However,- these or any other proposed appl'.'oaches *would require *a *supporting

-technical justification based on sound mechanistic considerations.

Th~ staff...

  • em~hasized th~t.the licensee should.take prompt ~ction td*resblve this.issue and**the licensee agreed to provide the schedule fo~*its plann~d PfS. activities* *.

and the revised PTS eval~ation.
