Dear Mr. Russell:

Since this report was requested by Mr. Ching-Yao Cheng of your staff during a CEOG/NRC meeting on December 4, 1990, the enclosed report, CEN report 406-P, "A Status Report on CEOG Activities Concerning Primary Water Stress Corrosion Cracking of Inconel-600 Penetrations," (Enclosure 1) is provided for your information.

As this report was requested by the NRC and is being provided for information only, it is expected that it will not be subject to a review fee.

As discussed at the December 4, 1990 meeting and demonstrated in the enclosed report, primary water stress corrosion cracking of Inconel-600 primary pressure boundary penetrations is not expected to be safety significant based on the CEOG evaluations.

The CEOG previously provided the

NRC, via the Reference, inspection recommendations for Inconel-600 pressurizer heater sleeves.

The CEOG has under consideration a

proposal to update these recommendations based on the additional work that has been performed.

.This proposal will be considered for approval by the Group at its June 26 and 27 meeting.

I will inform you of the decision which is reached at that time.

CEOG-91-300 Information contained in the enclosed report is considered by ABB Combustion Engineering to be proprietary in nature.

As such, ABB-CE requests that it be withheld from public disclosure in accordance with the provisions of 10 CFR 2 ~ 790 and that the material be safeguarded.

The reasons for the classification of this material as proprietary are delineated in the attached affidavit (Enclosure 2).
