By letter dated June 28, 1993 the NRC issued Supplement 5 to Generic Letter
{GL) 89-10 entitled "Inacc~racy of Motor-operated Valve Diagnostic Equipment,"
- and ~equest~d that lic~n~ees provide a written response to certain actions identified in the letter. The requested actions were:

On the basis of the new information on MDV diagnostic equipment inaccuracy discussed in this letter, licensees are.requested to
,reexamine their MDV programs and to* identify measures taken or planned to account for uncertainties in properly setting valve operating thrust to ensure operability. Licensees should not limit their evaluation to only the specific examples of increased inaccuracy of MDV testing equipment provided in the Discussion section of this GL supplement, but shou-Jd consider any *informatfon* reasonably available to them.
- 2.
Licensees are requested to evaluate the schedule necessary (a) to co.nsider the new information on MDV diagnostic equipment inaccuracy and (b} to respond to that information.
In addition, the letter requested that licensees provide a written response to certain information contained in the letter~ Consumers Power Company provides the following responses to the NRC information requests contained in Supplement 5 to GL 89-10 for Palisades.
In each case the NRC information request is repeated and the Consumers Power Company response follows.

- 1. Within 90 days of receipt of this letter, all licensees are required to notify the NRC staff of the diagnostic equipment used to confirm the proper size, or establish settings, for MOVs within the scope of GL 89~10.
CPCo Response Palisades uses the Valve Operation Test and Evaluation System (VOTES) diagnostic test system manufactured by Liberty Technologies. *The VOTES test system is used for diagnostic valve testing of 44 safety-related MOVs.
- 2. Within 90 days of the receipt of this letter, licensees are required to report whether they have taken actions or plan to take actions (including schedule and summary of actions taken or planned) to address the information on the accuracy of MDV diagnostic equipment.
CPCo Response On October 2, 1992, a 10 CFR Part 21 letter was issued by Liberty Technologies concerning the possible use of improper stem material constants and the failure to account for a torque effect when the calibrator is placed on the threaded portion of a small diameter high-lead threaded ~alve stem.
Included in that letter were attachments that identified the changes that impact.
operator thtust and how to apply these chariges to past data.
Palisades has taken the following actions to address the concerns of the October 2, 1992 letter from Liberty Technologies and the issues of Supplement 5 to GL 89-10:
- 1.
Liberty Technologies has issued a rev1s1on to the VOTES users manual.
The changes in the VOTES users manual were incorporated into the appropriate P~lisades manual procedure.
- 2.
VOTES diagnostic syitem software used at Palisades was updated to VOTES 2.3, and later to VOTES 2.31.
Both software revisions contain a calibration edit screen that allows input of a different stem material*
constant, torque correction factor, effective stem diameter, and coefficient of friction which may be used to revise previous. or new diagnostic test results. This feature was utilized in the testing performed in the 1993 Refueling Outage.
- 3. Motor operated valve thrust and torque calculations performed in 1993 contain safety factors for determination of a minimum and a maximum target thrust range for setting the torque switch.
The safety factors include the revised VOTES system inaccuracy that incorporates the torque correction factor.

VOTES static and dynamic diagnostic testing was successfully completed on 26 safety-related MOVs during the 1993 Refueling Outage.
Testing was performed using VOTES 2.31 software that contained the revised stem material constants, torque correction factors, and effective stem diameters.
Actions which are planned to complete the incorporation of the* issues identified in Supplement 5 to GL 89-10 and the Liberty Technologies October 2, 1992,.10 CFR Part 21 letter into the Palisades MOV program include revising the Palisades Engineering Manual procedure EM-28-01, entitled."Motor Operated Valve Program."
Eighteen MOVs were tested prior to the issuance of the 10 CFR Part 21 letter from Liberty Technologies. These 18 MOVs were not re-tested; however,* the test results were revised in accordance with the requirements of the Liberty Technologies 10 CFR Part 21 letter. The revised test results showed that each*
No additional corrective action beyond that which is described above is considered necessary at this time.
