INSPECTION OF THE CONSUMERS POWER ACCESS AUTHORIZATION PROGRAM

This refers to the inspection conducted by Messrs. T. Madeda and J. Belanger

of this office between August 2 - 6, 1993.

Mrs. N. Ervin of the NRC's Offica

of Nu~lear Reactor Regulation accompanied the inspectors during the visit .*

The inspection included an evaluation to determine whether the Access

Authorization Program applicable regulatory requirements identified in the

Palisadei Nuclear Power Plant Security Plan were adequately implemented.

Although your Access Authorization Program applies to both Palisades and Big

Rock Point, our specific review included only Palisades onsite implementation.

Areas examined during the inspection are identified in the report. Within

these areasi the inspection consisted of a sele~tive examination of procedures

  • .and representative records, interviews with personnel, and observations of

activities in progress.

No violations of NRC requirements were identified du~ing the course of this

inspection, and within the scope of this inspection th~ Access Authorization

Program adequately met the regulatory requirements of 10 CFR 73.56 .. Program

strengths and. weaknesses were noted and are addressed in the Report Details ..

Inspection results identified a considerable level of decentralization int.he

implementation and control of your access.authorization program.

Significant

program respon~ibilities are vested in your self-streening contractors and

different licensee organizations. While this approach meets regulatory

requirements, excellent communication and overview are necessary to continue

to implement the program in a successful manner.

In accordance with 10 CFR2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be pl~ced in the NRC

Public Document Room .
