ROUTINE RESIDENT INSPECTION AT PALISADES NUCLEAR PLANT

This refers to the inspection conducted by Messrs. M. E. Parker, D. G.

Passehl, T. Tella, and T. Markley of this office, and M. K. Gamberoni of the

Office of Nuclear Reactor Regulation, from June 29 through August 12,

1993~

The inspection inc~ude~ a review of authorized acti~ities for your Palisades -

Nuclear Generating Facility.

At the conclusion of-the in~pection, the

findings were discussed with *those members of your staff identified in th~

enclosed report .

Areas examined during the inspection are i~entified in the report.

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

During this inspection, an event _occurred during fuel handling in which a-

single fuel rod slipped off the handling tool,*but the involved parties did

not inform the co~trol rocim/~hift supervisor in a timely manner.

This is of

concern as the shift* supervisor: must be kept appraised of pl ant activities to

-be effective in performing his site emergency functions.

We will continue to

evaluate your actions in regard to this issue.*

No violations of NRC -requirements were identif1ed during the- course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report ~ill be placed in the NRC

Public Document
