First, I would like to express my appreciation for your patience during this transition and recognize the many people who have worked tirelessly behind-the-scenes to prepare us for these changes and to make everything possible and seamless.
One of the results of their efforts is that we have changed our procurement of IT services to improve service delivery and lower costs through GLobal INfrastructure and Development Acquisition (GLINDA), the new contract vehicle by which the agency will procure future IT/IM services. The greater efficiencies, flexibilities, and control in this contract will allow the agency to partner with innovative vendors and procure the tools and technologies needed to pursue a more mobile and effective workforce.
Current printers and copiers will soon be refreshed with Multifunctional Devices (MFDs) which can print, scan, copy, and fax documents. The enhanced services supporting these devices will proactively monitor and provide automated alerts for toner levels and other indicators, improving the efficiency and effectiveness of service response. New capabilities, such as secure PIV enabled printing and follow-me print, will be introduced to enable additional security and flexibility in the print services.
The Unified Communications initiative brings more noticeable hardware changes, including new phone sets to each desk and Video Teleconference (VTC) system upgrades with higher resolution, intuitive control panels and consolidated meeting spaces. To provide greater opportunity for collaboration, Skype for Business will allow you to connect not only with internal team members, but with external agencies and stakeholders as well.
Other Software upgrades will provide even greater capabilities to the desktop. Microsoft Office 365 (O365) brings an increased mailbox size of 100GB per user, unlimited resource mailboxes, and new productivity and collaboration tools. Adobe Acrobat Pro DC comes with an enhanced interface and provides better support for form creation and authorization. Additional materials on these productivity tools are available via O365 and Adobe Pro DC Web sites.
In an ever increasing cyber threat environment and with new requirements from Congress, the Department of Homeland Security and the Office of Management and Budget, the NRC will implement additional cybersecurity measures and solutions by leveraging a variety of new protocols, standards, and technology solutions this year. This will result in a better cybersecurity posture for the Agency. The NRC will change the e-mail attachments filter for external incoming e-mails. In the past, the NRC blocked file types that security firms indicated were bad and allowed all others in (referred to as blacklisting.) As a security improvement, the NRC will only allow e-mail attachments of known good file types (referred to as whitelisting) to come in from the Internet. In addition, our ability to detect and protect NRC from fraudulent external e-mails will be enhanced by the implementation of additional e-mail source authentication technologies.
While these projects all reflect a commitment to improving our infrastructure and services, our most important commitment is to our users. We will strive to listen and communicate and coordinate the introduction of these new capabilities. To better accomplish this, we are creating a user-focused round table to engage stakeholders across the agency specifically to identify and prioritize IT needs. That group will be reaching out to the offices shortly to identify, include, and promote the members who will represent our users voice to ensure we continue to provide adequate services to support our mission moving forward.

Center of Expertise for Rulemaking Formed in NMSS Yellow Announcement: YA-17-0102 Date: October 20, 2017 TO: All NRC Employees

CENTER OF EXPERTISE FOR RULEMAKING FORMED IN NMSS The agency is pleased to announce the formation of a Center of Expertise (COE) within the Office of Nuclear Material Safety and Safeguards (NMSS) in the area of rulemaking. The functional changes and personnel transfers associated with the COE will be effective October 29, 2017.
The COE was created to provide for effective oversight of the rulemaking process involving the materials, new reactor, and operating reactor business lines, as well as to ensure that rulemaking activities are accomplished in an efficient, effective, and transparent manner. In terms of structure, the regulatory analysis support will be a part of the COEs responsibilities, and the administrative rules and rulemaking infrastructure activities currently performed by the Office of Administration will transfer to the COE, including management of the agencys petition for rulemaking process, ensuring compliance with the Congressional Review Act, enterprisewide reporting on the U.S. Nuclear Regulatory Commissions rulemaking program, and the orderly codification of the Code of Federal Regulations.
The rulemaking COE will be located in NMSS in the newly created Division of Rulemaking (DRM) and will consist of three branches: the Materials Rulemaking and Project Management Branch, the Reactors Rulemaking and Project Management Branch, and the Regulatory Analysis and Rulemaking Support Branch.
