DOCKET 50-255 - LICENSE DPR PALISADES PLANT - CONSUMERS POWER.COMPANY TOPICAL REPORT CPC-2A, REVISION 13, uQUALITV PROGRAM DESCRIPTION FOR OPERATIONAL NUCLEAR PLANTSu - ANNUAL SUBMITTAL This letter submits the completed Revision 13, dated June 15, 1993 of the Consumers Power Company Topical Report CPC-2A, uQuality Program Description for Operational Nuclear Power Plants.u The enclosed document and change matrix is our annual submittal as required by 10CFR50.54(a}. As discussed at our November 17, 1992 meeting with the NRC Region III staff, this revision has deleted reference to the requirement for the Nuclear Operations Department Standards.

Consumers Power Company has chosen the option of the use of Administrative Procedures rather than the NOD Standards. The NOD Standards were originally developed when the Midland Plant was still under construction and much of the engineering function was located in Jackson. With each plant now performing most key functions onsite, the NOD Standards were no longer serving their intended purpose.

All changes are organizational, editorial or for clarification. It is our belief that there are no areas that are considered to be a reduction in conunitment to the Quality Program.
