27780 Blue Star Memorial Highway, Covert: Ml 49043 May 19, 1993 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 GB Slade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REPLY TO NRC REQUEST FOR WRITTEN VERIFICATION OF CONFORMANCE TO INDUSTRY POSITION ON SHUTDOWN MANAGEMENT We have received your letter of March 12, 1993, regarding 11 DEFERMENT OF AMENDMENT REQUEST FOR SHUTDOWN COOLING 11 In the interest of closing the issue of adding consideration of shutdown risk issues to the Palisades Technical Specifications, by this letter we provide the written verification you request, that Palisades:

Has assessed current practices, using NUMARC 91-06, 11Guidelines for Industry Action to Assess Shutdown Management, 11 to plan outages, and Has implemented improvements adopted as a result of the assessment.
We must temper this verification with a note that the above verification can only apply to our interpretation of the NUMARC document and that the current view of proper management of shutdown risk is in a state of change.
If forthcoming information convince us that there are better or additional methods of assuring safety during shutdown periods we will consider those methods.
We will inform the NRC of any significant changes in our approach to shutdown risk management.
Revised Technical Specifications pages, including both the changes proposed in our earlier Shutdown Cooling submittals and changes made by intervening amendments are attached.
We request that the associated license amendment become effective no sooner than 90 days after approval, to allow completion of the associated training and procedure changes.
