Generic Letter (GL) 92-08 requests that each licensee confirm (1) that the Thermo-Lag 330-1 barrier systems have been qualified by representative fire endurance tests, (2) that the ampacity derating factors have been derived by valid tests, and (3) that these qualified barriers have been installed with appropriate procedures and quality controls to ensure that they comply with the NRC's requirements.
Consumers Power Company provides confirmation to these issues for Palisades in the following responses to the NRC information requests contained in GL 92-08.
NRC Request No. 1 State whether Thermo-Lag 330-1 barriers are relied upon (a) to meet 10 CFR 50.48, to.achieve physical independence of electrical systems, (b) to meet a condition of a plants operating license, or (c) to satisfy a licensing commitment.
If applicable, state that Thermo-Lag 330-1 is not used at the facility.

2 NRC Request No. 1a If Thermo-Lag 330-1 barriers are used at the facility, (a)
State whether or not the Thermo-Lag 330-1 fire barriers have been qualified by conducting fire endurance tests in accordance with the NRC's requirements and guidance or licensing commitments.
CPCo Response (a)
At the time of installation of the Thermo-Lag 330-1 fire barrier systems at Palisades, the vendor supplied fire endurance tests were representative of the configurations used in the plant.
We have not conducted any Thermo-Lag specific fire endurance tests.
NRC Request No. 2b (b)
State (1) whether or not the fire barrier configurations installed in the plant represent the materials, workmanship," methods of assembly, dimensions, and configurations of the qualification test assembly configurations; and (2) whether or not the licensee has evaluated any deviations from.the tested configurations.

The fire barrier configurations installed at Palisades represent th~
materials, workmanship, methods of assembly, dimensions and configurations of the qualification test assembly configurations supplied by the vendor at the time of installation.
No specific evaluations of deviations were undertaken at Palisades; however, evaluations of installations were done d~ring the design process and the installations were deemed acceptable by the vendor quality inspectors or by vendor trained quality inspectors.
NRC Request No. 2c (c)
State (1) whether or not the as-built Thermo-Lag 330-1 barrier configurations are consistent with the barrier configurations used during the ampacity derating tests relie_q_yp_o[t_l;Jy_Jhe_Ucensee--f-or-the--ampaci-ty-
derat-ing f-actors--used-for-arr-raceways protected by Thermo-Lag 330-1 (for fire protection of safe shutdown capability or to achieve physical independence of electrical systems) and (2) whether or not the ampacity derating test results relied upon by the licensee are correct and applicable to the plant design.

CPCo Response (c)(l) At the time of installation, the barrier configurations used at Palisades were consistent with the barrier configuration information supplied by the vendor.
We did not perform any additional testing to verify the vendor supp 1 i ed ampac ity derat i ng fa.ctors.

Due to the present uncertainty associated with the ampacity derating factors found during vendor and industry tests, ampacity derating test results are considered indeterminate at this time.
NRC Request No. 3 With respect to any answer to items 2(a}, (b}, (c) above in the negative, (a) describe all corrective actions needed and include a schedule by which such actions sha77 be completed and (b) describe a77 compensatory measures taken in accordance with the technical specifications or administrative controls.
CPCo Response (a)
Consistent with our previous responses to this issue dated July 28,. 1992 and September 15, 1992, we are awaiting the results of the NUMARC industry i nit i ati ve test program.
Specific test schedules wil 1 be provided. to the NRC by NUMARC.
(b)
We are continuing to perform hourly fire tours in the affected plant areas, pursuant to Palisades Final Safety Analysis Repor~ (FSAR) Section 9.6.7.
NRC Request No. 4 List all Thermo-Lag 330-1 barriers for which answers to item 2 cannot be provided in the response due within 120 days from the date of this generic letter, and include a schedule by which such answers shall be provided.
CPCo Response There are no additional Thermo-Lag fire barrier systems installed at Palisades that are not addressed by our response to NRC Request No. 2, therefore, no responses beyond the 120 day response are necessary.
