SUMMARY
- SPENT FUEL STORAGE OPTIONS The NRC staff met with representatives of Consumers Power Company (CPCo) on January 15, 1993, for initial discussions of options for spent fuel storage at Palisades if the rulemaking allowing the use of the Pacific Sierra VSC-24*
storage cask is not completed in time to support the 1993 refueling outage.
The meeting was attended by staff from NRR, Region Ill, and NMSS.
A list of attendees is shown in Enclosure 1 and the material presented by the licensee is provided as Enclosure 2.
Among the options presented by the licensee were spent fuel consolidation, reracking a portion of the spent fuel, the use of temporary racks in unused portions of the spent fuel pool, the use of approved storage/shipping containers, and off-site shipment of spent fuel.
Most of these options require a license amendment, design changes or agreements with other utilities and agencies.
In presenting these options, the licensee asked for staff comments on the perceived difficulty and risks associated with each.
The licensee stated that approval of the VSC-24 prior to May 1 is the preferred course of action to assure that space is available for refueling. If the rulemaking is completed by May 1, 1993, a 24-hour per day loading schedule will be required to load two casks and place the new fuel into the spent fuel pool.
Approval after that date could impact the combined 1994 refueling outage and 10-year inservice inspection. A decision to select one of the options is required in the near future.
The licensee was reassured that issuance of the rule would remain a top priority with the staff. With release of the proprietary information by the cask manufacturer, the Federal Register notice was published on February 21, 1993, to provide a 30-day extension of the public comment period in the rulemaking.
The staff stated that it was its intent to meet the May 1 target
