Docket No. 5,0-255 February 19, 1993 LICENSEE:

Consumer Power Company FACILITY:

Palisades Nuclear Generating Plant

SUBJECT:

MEETING

SUMMARY

- INITIAL IPE RESULTS This meeting summary provides clarification of the information in the meeting summary on this subject dated January 6, 1993.

The NRC staff met with representatives of (on$4mers Power Company (CPCo) on December 17, 1992, for

.initial di'scussions* of the results of the Palisades Individual Plant Examination (IPE)-program.

The CPCo representatives provided a brief history

_ of,Probabflistic Risk Assessment (PRA) at Palisades, and an overview of the IPE process* *a.nd the~lev,e_l 1 and Level 2 analysis. A list of attendees and a copy of the mate~ial presented by the licensee was provided in the meeting summary of:*Janua_ry,-'6, 1993.

The results of the IPE have provided some containment performance insights.

Because of the -location of the containment sump, there is a possibility that if the reactor Jessel fails at low pressure and if debris begins to flow through cavity drains, calculations indicate that a path exists for molten debris to drain into th_e auxiliary building safeguards room.

It should be noted, however, that other unique features, namely; the reactor ve.ssel flooding system and integral vessel lower head, will act to mitigate this po~sibility. The licensee is examining the implications of this finding and is looking at possible plant modifi~ations or accident management schemes.

The meeting allowed the staff to gain some initial kriowledge of the

  • forthcoming IPE submittal-and to provide some feedback to the licensee.

An agreement was reached that the IPE report would be submitted at the end of January 1993.
