Covert, Ml 49043 February 18, 1993 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 GB Slade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO SUPPLEMENT 1 TO GENERIC LETTER 87-02 ON SQUG RESOLUTION OF USI A ADDITIONAL INFORMATION On September 21, 1992, Consumers Power Company (CPCO) responded to Supplement No. 1 to Generic Letter (GL) 87-02, "Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46", for the Palisades Plant.
The intent of the response was to follow the standard Seismic Qualification Utility Users Group's (SQUG) proposed generic response to the supplement, and convey our commitment to implement both the SQUG commitments and the implementation guidance to resolve USI A-46 for Palisades.
The NRC's November 23, 1992 response to our submittal noted some confusion as to whether or not we intended to fully commit to the Generic Implementation Procedure, Revision 2 (GIP-2).
This letter interpreted our response as a commitment to the entire GIP-2 including both the SQUG commitments and the implementation guidance, and declared this to be an acceptable response for the PaJis~des pla~t!
We regret that our submittal was unclear as to its intent and, therefore, we are clarifying that our response to Supplement 1 to Generic Letter 87-02 is a commitment to the entire GIP-2 including both the SQUG commitments and the implementation guidance. This implementation guidance includes both the SQUG and the NRC letters (dated August 21, 1992 and October 2, 1992 respectively),
in which SQUG commented on the supplemental safety evaluation report issued on the GIP-2 and the NRC responded to the SQUG comments.

2 The NRC's November 23, 1992 letter also stated that the staff understood that Palisades might have more than one set of in-structure response spectra as the licensing basis document.
If this was the case, the NRC's letter stated that
- the more conservative set of spectra must be used to qualify under the definition of "conservative design" in-structure response spectra for the resolution of USI A-46 at Palisades. With regard to in-structure response spectra, more than one set of in-structure response spectra does exist for the Palisades Plant.
However, only the original licensing basis, the Housner spectra, apply for mechanical and electrical equipment.
A separate set of spectra exists for use with Code Case N-411 and has been accepted for piping analysis, but only applies in the piping application. Therefore, the original Housner spectra* will be used.for resolution of the USI A-46 issue.
