consumers Power POWERINli MICHlliAN~S PROliRESS Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 September 15, 1992 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESOLUTION OF THE PALISADES NUCLEAR PLANT STEAM GENERATOR REPLACEMENT PROJECT MAIN STEAM AND PIPE SUPPORT ANALYSIS CONCERNS As part of the steam generator replacement*project for the Palisades Plant, stress analysis calculations prepared for the modified steam generator piping was audited by an NRC inspection team from Region III. Based on the inspection results (Inspection Report No. 50-255/90-025), a second inspection was performed by NRR (Inspection Report No. 50-255/91-202).

The NRC inspection identified a number of concerns as a result of inspection of the main steam piping calculations.

An NRC letter dated June 15, 1992 summarized these concerns and stated that Consumers Power Company had adequately addressed the previously identified NRC issues.

The June 15, 1992 letter concluded that the piping system met the requirements of our piping specifications provided the following modifications and actions were implemented.

1.

A two directional piping guide support (EB1-Rl4.l) is installed at the location of the whip restraint at elevation 673'-6".

2.

The gap of the lowest whip restraint at elevation 623'-6" is shimmed to comply with the shimming requirement.

3.

As-built gaps for whip restraints at elevation 623'-6", 637'-0",

651'-6", and 662'-6" are verified against the design gaps.

4.

Increased seismic anchor movement (SAM) displacements at the branch piping connection is reconciled in the piping re-analysis.

As was requested in the June 15, 1992 NRC letter, Consumers Power Company verifies that the above listed modifications and actions have been completed.
