27780 Blue Star Memorial Highway, Covert, Ml 49043 July 28, 1992 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 G BSlade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT - USE OF THERMO-LAG 330 FIRE BARRIER SYSTEM - RESPONSE TO NRC BULLETIN NO. 92-01 NRC Bulletin 92-01 requests holders of operating licenses to determine where Thermo-Lag 330 fire barrier material is installed and, where it is used to protect small diameter conduit (less than 4 inches) or wide (greater than 14 inches) trays that provide safe shutdown capability, to take appropriate compensatory measures consistent with those which would be implemented by Technical Specifications or the plant operating license for an inoperable fire barrier.
Additionally, NRC Bulletin 92-01 states, "Each Licensee, within 30 days of receiving this bulletin, is required to provide a written notification stating whether it has or does not have Thermo-Lag 330 fire barrier systems installed in its facilities.
Each Licensee who has installed Thermo-Lag 330 fire barriers is required to inform the NRC, in writing, whether tt has taken the above actions and is required to describe the measures being taken to ensure or restore fire barrier operability."

A small amount of the Thermo-Lag 330 fire barrier system has been installed to protect post-fire safe shutdown circuits iri less than 4 inch diameter conduit in the Palisades Plant in the 1-C Switchgear Room, Component Cooling Water Room and Intake Structure fire areas. Total area covered is less than 100 square feet.
Upon receipt of NRC Bulletin 92-01,compensatory measures in the form of hourly fire tours were initiated, pursuant to Palisades Technical Specification 3.22.5.1, in those three fire areas.

CPCo has initiated measures to ensure or restore fire barrier operability by undertaking a thorough evaluation of the installation of Thermo-Lag 330 used as fire barriers at Palisades. This evaluation is being directed toward assuring fire barrier integrity and operability; and, will utilize industry experience and NUMARC guidelines as appropriate for Palisades.
