SUMMARY
- CORRECTIONS A meeting was held at NRC Headquarters on January 22, 1992, to discuss Consumers Power Company's (CPCo) Safety Related Piping Reverification Program (SRPRP) for the Palisades Plant.
An NRC letter, dated February 13, 1992, transmitted a summary of the discussions of that meeting.
We have reviewed that summary and find that one of the statements made in the meeting summary letter needs to be clarified.
The meeting summary letter states that, 11 *** CPCo has agreed to inform the NRC when any support does not meet Interim Operability Criteria." The key word in this statement is the word support.
We do not have any programmatic plans to report the condition where an individual pipe support does not meet the Interim Operability Criteria (IOC).
We have reported the condition (e.g. LER-89-023-01) where a piping system does not meet the IOC.
We have reviewed our previous program plans, and docketed correspondence on this subject to assure that we had not previously provided information that would indicate that individual support deficiencies would be reported.
We have found no evidence that this is the case.
The IOC criteria, as described in our November 22, 1989 letter to the NRC, states that, "... if the criteria cannot be satisfied, system operability will be evaluated in accordance with plant technical specifications and reportability determined per 10 CFR 50."
It is the failure of a "system" to meet the interim operability criteria that we intend to report and not the failure of a "support" in that system.
If the failure of a support to meet the IOC resulted in a system failure to meet the IOC, then the support failure would be reported as part of the system failure.
