August 16, November 16, 1990; April 16, 1991 June 30, 1991 A final meeting between Advanced Nuclear Fuels Corpo-ration and the NRC staff was held in September 1991 to review calculations and resolve remaining issues.

The NRC has completed its review of your submittals and concludes that the high thermal performance fuel assemblies will maintain their structural integrity and functionality if ~ubjected to a safe shutdown earthquake.

A safety evaluation detailing our evaluation is enclosed.

A commitment from the NRC's Systematic Evaluation Program was to evaluate the Palisades fuel design for seismic adequacy.

This evaluation was performed in conjunction with the development of an advanced high thermal performance fuel design for the Palisades Plant. Consumers Power Company (CPC) letter dated November 7, 1989, provides the methods, models, assumptions, and results-of,,

the associated analyses.

NRC staff and contractor review resulted in the * --.............
