NOTIFICATION OF REASSIGNMENT OF LICENSED OPERATOR - FOLLOW-UP EVALUATION.

Consumers Power Company's letter of February 21, 1992 entitled, "Notification of Reassignment of Licensed Operator," stated that a licensed operator had been reassigned duties in 1990 and that the.required 10CFR50.74(a)

  • notification had not been made at that time.

The letter also stated that we would ptovide the results of our evaluation of the cause of the event: This evaluation had been requested by Mr. T. Burdick of the NRC Region III staff.

  • .The results of our evaluation follow.

Following notification by the plant training department, near the end of June

    • 1990, a letter to notify the NRC of the licensed operator reassignment was
  • drafted in the General Offic~ Nuclear Licensing Department.

However, the

. lettei was never finalized or submitted to the.NRC.

It is believed that a contributing cause of this personnel error was the June 28, 1990 announcement that the Nuclear Licensing Department was being dissolved and licensing duties were being moved* to the plant sites*. Also contributing to the error were the

.work control methods employed in Nuclear Licensing Department which left the

. responsibility to complete assignments with the assigned individual(s). This*

. informal process was largely adequate, but in this instance no follow-up of the work progress was apparently made.:

Cur~ent practice is for the licensing section head to issue job assignments.

Each department licensing engineer maintains a task list which is routinely monitored.

Jobs with required due dates are placed on a department calendar and given additional attention~

This event is considered an isolated incident and no corrective actions are considered necessary to prevent recurrence.
