SAFETY EVALUATION ON SEISMIC DESIGN CRITERIA IN
RESPONSE TO INSPECrlON REPORT 91-202 - PALISADES
PLANT (TAC NO. H81216)
The NRC completed a special inspection of engineerin~.,and design control at
the Palisades plant from June 10 through.June 21,:1991~ The inspection report
(IR-91-202} identified a deficiency' that concerne.d* the application of stress
allowables as final 'piping design criteria. These allowables had been
approved by the NRC as interim criteria for use in the resolution of IE
Bulletin 79~14 issues. Consumers Power Company letter dated October 7, 1991
provided your resolution of the above identified deficiency.
Your response
incorporated NRC conrnents from an August 7, 1991 meeting, and an August 15,
1991, conference call between your staff and the NRC~
The NRC has reviewed your submittal and finds it acceptable for use in the
Palisades piping design analyses, and for incorporation into the final safety
analysis report (FSAR). A safety evaluation detailing our evaluation is
enclosed.
