SUBJECT:
PALISADES PLANT - WITHDRAWAL OF AN AMENDMENT REQUEST (TAC NO. 77493)
By letter dated March 25, 1991, you applied for an amendment to the Palisades Plant Operating License No. DPR-20.
The proposed amendment would have revised the Technical Specifications Section 4.5.2, "Local Leak Detection Tests." The change expanded the acceptance criteria by which you currently test the personnel and emergency escape airlocks.
NRC's review of your license amendment application deemed that there was inadequate justification for not performing a seal test in accordance with 10 CFR Part 50, Appendix J. The NRC informed your staff of 'concerns raised during the review via a conference call on May 28, 1991. Subsequently, you requested withdrawal of the proposed amendment request by letter dated July 29, 1991. Therefore, your proposed change is considered to be withdrawn (TAC No. 77493 is considered closed).
The Palisades Senior Resident Inspector will follow the actions described in your July 29, 1991 letter.
