Consumers, Pbwer Company requests withdrawal of the Technical Specification Change Request (TSCR) dated March 25~ 1991 and supplemented on May 1, 1991*
concerning the Local Leak Rate Testing of the Personnel and Emergency Escape Airlocks.*
Review of the lSCR by the NRC Technical Staff resulted in a number of concerns being raised.
Re solution of those concerns necessitates* further act i.on by the plant staff~ These actions include; (1) additional testing to determine whether or not reduced pressure between the seals testing, at a pressure less than the current 10 psig allowed by our Technical Specifications, can be successfully performed on the emergency escape airlock and (2) evaluating a modification, based on the results of (1), to the emerg~ncy escape airlock to facilitate reduced pressure between the seals testing. Furthermore, until items (1) ~nd (2) above are resolved, we will continue the practice of performing a seal contact check and seal fluffing (when necessary) as described in ~ur previous correspondence dated June 30, 1989.
Although the concerns appear to be resolvable, we do not wish to pursue further action on this issue at this time.
