This refers to the special safety inspection conducted by Mr. A. W. Markley
and Mr. R. J. Caniano of this office on June 25-27, 1991.
The inspection
included a review of activities at the Palisades Nuclear Generating Plant,
authorized by NRC Operating License No. DPR-20.
At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed report.
Areas examined during the inspection are identified in the report. These
areas included allegations of inadequate implementation of the radiation
protection and training programs.
Within these areas, the inspection
consisted of selective examinations of procedures and representative
records, and interviews with personnel.

During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice.
The inspection
showed that actions had been taken to correct the identified violation
and to prevent recurrence.
Our understanding of your corrective actions is
described in Section 2 of the enclosed inspection report. Consequently,
no reply to the violation is required and we have no further questions
regarding this matter at this time.
In addition to the violation identified in the attached Notice of Violation,
we are concerned that the delay in communication of radiological survey
information associated with the reactor head set evolution in January 1991
may be indicative of a need to better control the timely dissemination
of radiological survey information within your plant organization. As
di'scussed during th-e inspe-ction;- it-is our understanding that-you will
review this matter and take corrective actions as appropriate. These actions
will be reviewed during a future NRC inspection *
